In Singapore, 81 per cent of all Housing Development Board flat dwellers own the units in which they live. However, there have been views questioning the meaning of private ownership of public housing because of the 99-year leases for public housing and the restrictions on such ownership and its transfer. This book examines the rights of the owners of public and other types of housing in Singapore, tracing in detail the legislation introduced in support of the development of public housing estates and their management in Singapore. It also examines the role of town councils, their authority in passing by-laws, and the implications for private ownership of public housing.
