The wide-ranging thematic articles cover subjects including history, culture, education, religions, ethnicity (ainu), budo, medicine, law, politics, military, diplomacy, economics, finance, industry, mining, agriculture, forestry, publishing, transport, and labour. The set also includes rare and important photographs (to be found only in this publication) of early twentieth-century streets and buildings before the Kanto earthquake of 1923 destroyed the Tokyo and Yokohama region. Business data and various statistics are provided by the governor and the chamber of commerce of each city, and the texts are contributed by distinguished scholars like Shibasaburo Kitasato, Yosaburo Takekoshi, Shosuke Sato, I.
