Proceedings of the 13th Stockholm Water Symposium August 11-14, 2003. The issues addressed at the Symposium were based on a systems approach. The various claims on water in different parts of the basin were seen in an interactive system with a special logic determined by hydroclimatic, hydrological and other physical realities. Governance efforts were addressed as tools towards reaching relevant goals, given this hydro-physical framework. The Symposium, while based on the idea of physical basin dynamics and variability as seen in relation to water-related societal needs and wants, dealt with options for appropriate governance. The workshops aimed at breaking down and further developing the theme of the Symposium and at entering the particular problems into a systems approach, looking for adequate solutions and strategies. Eight twinned workshops addressed four key aspects: drainage basin governance coping with climatic variability water pollution abatement economic development and trade. The future-oriented, multi-disciplinary Stockholm Water Symposia are convened annually by the Stockholm International Water Institute (SIWI),a policy think tank that contributes to international efforts to combat the world's escalating water crisis. SIWI advocates future-oriented, knowledge-integrated water views in decision making, nationally and internationally, that lead to sustainable use of the world's water resources and sustainable development of societies.
