Towards the end of the 16th century, the conjoint overseas empires of Spain and Portugal - in Africa, Asia, and Americas - were under attack by other European nations. The ruler of these territories, King Philip, received advice from many quarters. The author of this tract was an obscure cleric, who had worked in Brazil and Cape Verde Islands, and who lamented the depredations wrought on Spanish ships by the enemies of Philip. The tract proposes a defence strategy for the imperial sea-routes. The book contains an introduction to the tract's historical context.
