Description
Many constitutions guarantee the right to vote for all citizens. Yet voters who are outside their country when elections take place experience difficulties when trying to exercise this right. This is due to an absence of procedures or practical arrangements to allow for external voting. Increased migration and the spread of democracy have contributed to the growing interest in voting rights for people absent from their own country. This Handbook examines the concept of external voting, existing practices and the challenges that surround this issue. The Handbook includes detailed examples of how external voting is implemented in certain countries. In addition it provides an overview of external voting provisions in 115 countries and territories in the world, and a map illustrating the regional spread.
