Description
The development of school inspection as an instrument of steering in Germany is still very much in its early stages, therefore there are hardly any empirical findings on the effectiveness of school inspections in this country. The lack of research findings is particularly noticeable with regard to questions concerning the conditions for success and failure of school inspections, their effects and side effects on the school, the teachers and the students as well as the formation and re-design of the roles of the different actors in the process of evaluation (for example school inspectors and members of the school supervisory board). This international comparative study aims to offer an insight into the international discussion on school inspection in the context of school accountability and quality development. The study intends to stimulate the current debate in Germany and to analyse concepts and strategies of school inspection which might prove profitable in this country in spite of the considerable differences between the national school systems.
