"The report provides information on the progress of human development in the provinces of the country. It covers three indicators of human development: the aspect of health or longevity, as measured by life expectancy; knowledge, as measured by enrolment and literacy rates; and standard of living, as measured by the real per capita income. The HDI, as index, has been used extensively at the international level and although it may not capture all the facets of human development, the comparative performance of the provinces in terms of HDI will serve monitoring and evaluationg purposes."--Foreword
