Although the most serious accidents in the UK and abroad have occured at football grounds, all sports grounds are at risk. This advisory document is the distillation of research and experience of the safety management and design of sports grounds. All those concerned with the management design, scrutiny and certification of sports grounds should find this revised and expanded edition of the guide an essential source of reference in their efforts to ensure the safety, comfort and welfare of all spectators at sports grounds, at all times and in all situations. This guide has no statutory force but many of its recommendations will be given force of law at individual grounds by their inclusion in safety certificates issued under the Safety of Sports Grounds Act 1975 of the Fire Safety and Safety of Places of Sport Act 1987.
