This is the Government's third White Paper on international development, following on from previous documents published in 1997 (Cm. 3789, ISBN 0101378920) and 2000 (Cm 5006, ISBN 0101500629). It sets out the Government's plans to deliver on the development policy commitments made in 2005, working through the United Nations, the European Union, the World Trade Organization and the G8. It highlights the four key challenges for international development of: supporting good global governance; tackling the threats posed by climate change; promoting international peace and security and working to achieve the Millennium Development Goals (MDGs); and establishing a modern international system including reforming the UN. Specific policy commitments include: increasing the UK development budget to 0.7 per cent of gross national income by 2013; working towards 100 per cent multilateral and bilateral debt cancellation for the poorest countries; doubling the research funding budget by 2010, focusing on achieving the MDGs; adopting a new 'quality of governance' assessment in the allocation of UK aid; and the creation of a GBP 100 million 'Governance and Transparency Fund'.
