The future of Africa will, in large measure, be determined by its ability to manage a range of difficult security challenges. Images of chaos and turbulence continue to define the African reality: the persistence of communal conflict, endemic war and violence, chronic drought and famine, deep-seated poverty, tyrannical rule, and the scourge of the HIV/Aids raptor. These problems form a grim backdrop against which African leaders now attempt to construct new instruments and frameworks for managing Africa's enduring peace and security dilemmas. The establishment of the African Union is a potential watershed in the continent's affairs, and an important harbinger of its revival. Among the new institutions contemplated by the AU, those responsible for providing a new peace and security architecture will test the resolve and political commitment of its collective membership. What is represented here typifies the thematic issues that underpin the peace and security agenda in Africa. This title addresses issues such as the role of NEPAD and the AU; what lessons can be learnt from other regional security arrangements; the problem of funding the proposed AU institutional arrangements; the structuring of the envisaged standby force; and political requirements for an effective security framework.
