One consequence of recent government policies and legislation - including the new community care arrangements - is that voluntary organizations are expected to monitor and evaluate their own activities. This practice-based research study examines how feasible it is for groups to take on these tasks and where the main limitations lie. The report considers how monitoring and evaluation can link in with wider developments in setting quality standards, greater user-involvement in services, and funders' needs for accurate information and feedback both in day to day matters and wider service planning. It suggests practical steps to help managers and staff.
