The problems of facility siting conflicts, particularly for waste management, have become an important part of public policy. The general need for such facilities is accepted, but specific proposals are usually met with strong local opposition. The problems stem from the three interrelated obstacles of the 'not in my backyard' (NIMBY) syndrome, the faulty public relations approaches of facility proponents (particularly concerning risk assessment), and the inherently confrontational general methodological framework of the decision-making process. This study provides a basis for the future development of a more cooperative siting process.
