This paper examines the theoretical framework of the economic approach to optimal city size, including the feasibility of such an optimization and the selection of economic criteria for city size optimization. It also undertakes an empirical analysis of optimal city size in Yugoslavia. Such an analysis requires the selection of methods of measurement relevant to optimal city size and the formulation of the optimal city size model. Finally, the empirical analysis of optimal city size in Yugoslavia is followed by guidelines for regional and urban planning.
