抄録

In Japan, irrigation and drainage facilities in large-scale irrigation organizations have been operated and maintained by Land Improvement Districts and local communities. But increase of farmers who have given up farming or got engaged in non-agricultural jobs, has made it difficult to keep this systems. We try to analyze how the LID and Local communities manage the system with coordination and what problem are to keep the system in the case of Isawa-heiya Land Improvement District in Iwate Prefecture. Using a questionnaire and hearing procedure, we found that : (1) the consciousness to the problem of farmers is lower than LID : and, (2) there is no cooperation with promoting participation of non-farmers.
