Abstract

The purpose of this paper is to explain why the Latvian republic was formed as a nation state after the First World War from the aspect of history of international relations. There has been often studied in the formation of Latvian republic. In most studies on this subject, we can find concerns with the "a history of the nation" or power politics. I should point out that such concerns are not sufficient to explain the process of her formation as a nation state. To be sure, the identity as Latvian nation had been culturally developed in the territory of Latvian inhabitants from the second half of the 19th century, but they weren't enough ripe to form a nation state when the Russian Empire fell down in 1917. My concern here is that they did and will continue to transform their demand into the formation of a nation state in the course of history. It could be considered that statehood was the way which Latvian people came up with finding in order to survive independently.
