Abstract

This paper aims to clarify the characteristics of employing Filipino English as a Second Language (ESL) Assistant Language Teachers (ALTs) in English Educational Programs in Japan, such as the JET Program with special emphasis on the actual situations of Filipino ALTs working at schools in Japan. Japan needs more ALTs and has attempted to hire ESL teachers with adequate command of English. Native speakers are still preferred in Japan, and many Filipinos feel racial discrimination in their places of work. However, this program has a number of advantages because the experience of working as an ALT is highly valued in the Philippines, and Filipino ALTs tend to continue working longer than ALTs from other countries. The English language abilities of ESL-ALTs are sufficient for Japanese English Education, which attempts to develop a command of English rapidly. The presence of ESL-ALTs is very important in Japan in terms of not only securing human resources but also in providing students with chances to encounter various cultures.
