Description

The underlying theme of this book is the role of public law in defining and limiting state activity, as applied to the nationalized industries. The author shows how law has attempted to play a constitutional role in mapping out the relationships between the state and the industries, and to resolve problems of developing procedures and institutions for ensuring accountability and enabling participation in the policy-making process. These issues are tackled through a descriptive and analytical study of the industries, and their relationships with Government, Parliament and bodies such as the Consumer Council. The topical issue of privatization and the form and control of these industries after privatization, and proposed legislative changes are also considered.
