These include Cuba, Rhodesia, Iran, and the recent grain and pipeline cases. Lessons are drawn concerning the limitations and costs of economic and financial sanctions, and the circumstances in which sanctions are likely to achieve the goals of the imposing country. Guidelines are suggested for the future use of sanctions.
