Description

Australia's social security system underpins the lives of millions and is the largest item in the Federal budget. However, the legal structure of the system and the rules which determine its impact on Australian society have so far escaped critical scrutiny. This study traces the history and conceptual bases of social security legislation in Australia and explores the impact of that legislation on inequality. It provides a comprehensible account of legal and administrative provisions in welfare.
