The impetus for this book came from the author's perception of and subsequent research into the dramatic changes taking place in his home region (N E England) for which he saw parallels in many industrialized countries. He saw new factories opening as collieries closed; railways being shut down as new roads were being built; town centres being pulled apart and then put together again in a totally different style. These changes were causing a transformation in the region and in the lives of its inhabitants. The author attempts to provide an account of why policies were formulated and implemented in the way they were, and to establish how they were implemented as well as to what effect - both intended and unintended.
