This work follows W.S.Fowler's earlier best-selling book in this series, "Towards the National Curriculum". It charts the progress of the concept of the National Curriculum, a progress which finally crystallized into legal obligations after a two-year snowstorm of consultations, directives and circulars from the DES and the newly-established National Curriculum Council.
