This book examined the future of nuclear deterrences in the 1990s and beyond. It first outlines probable aspects of the future strategic environment, including the START treaty as well as such developments as increasingly accurate weapons and more active public participation in nuclear decisions. Given those developments and others, the volume projects the likely future of deterrence strategies and strategic force postures. The book's basic arguments is that START will promote a near final resolution of the counterforce/countervalue debate and other aspects of what has become a stagnant nuclear debate. It discusses such issues as extended deterrence, nuclear modernization, Soviet nuclear doctrine, cruise missile programs, strategic defenses, and arms control verification within this general framework. Its purposee is to take the general strands of consenus and stability on certain issues and weave them together into a coherent nuclear strategy.
