In January 1991 a team of Her Majesty's Inspectors and an official of the Department of Education and Science visited Japan to examine the funding, management and responsiveness to the needs of a group of upper secondary and higher education institutions in Tokyo, Nagoya and Kyoto. The visit enabled the team, using its knowledge of secondary and higher education in the UK, to make comparisons between the two systems and to highlight those features of the Japanese education service which have implications for secondary and higher education developments in this country.
