Moves towards democracy in Eastern Europe and the "new world order" debates have launched the EC into a new stage in its evolution, and are testing the strength of the Community on the eve of the Single European Market. Arguments within the EC, on issues of national sovereignty, monetary union, and Germany's role, are likely to continue, but contradict the EC's desire to show itself an effective force in world politics.
