This book examines an aspect of international educational relations that has so far had relatively little serious attention and that is the range of analytical work on education and training in developing countries that is associated with donor agencies. This work gives a comprehensive view of work currently undertaken and under review by donor agencies; considers the effectiveness of established donor agencies including the World Bank, UNESCO, UNICEF, ILO as well as bilateral agencies in USA and Europe; includes a range of consultancy studies, evaluation reports, sector work and major policy papers where these items involve a substantial analytical component; and includes detailed commentary on the agency role in the World Conference for All in March 1990. Seven of the major areas of agency attention in the field of education and training are selected for closer examination: higher education; science and technology education; technical and vocational education; training for self employment; education and employment; adult literacy and non-formal education; internal efficiency and educational quality. For each of these themes, some of the significant shifts in agency policies over the last 10 to 15 years are reviewed and the argument is illustrated, wherever possible, by materials for which the agencies have been responsible. The range of agencies covered is wide. It includes the multilaterals such as the World Bank, Unesco, UNICEF and the ILO. The activities of the bilateral agencies is also discussed, such as those from Canada, Germany, Sweden, United Kingdom and the United States of America. The book also draws a number of development co-operation examples in education from Norway, Denmark, France, Switzerland, Netherlands and Finland as well as the activities of many bilaterals including those in Canada, Germany, Sweden, the UK and the US. A number of development co-operation examples in education are also drawn form Norway, Denmark, France, Switzerland, Netherlamds and Finland. As well as these, several foundations to have played a major role in education and training analysis are referred to: including the Ford Foundation, Rockefeller and Van Leer.
