This text argues that in the moves to implement new policies and legislation in community care, strategic planning is essential to develop integrated services and to avoid undervaluing residential care. Residents' rights are seen as the cornerstone of future developments. The book draws on action research concerned with implementing a charter of rights for residents to argue that the views and experience of older people and those who care for them must be taken seriously at all levels of policy, planning and practice. Only then will it be possible to increase the power of older people to control their lives as they move into residential care. The text provides pointers for planning and practice in the 1990s - drawing on past experience and research, building on positive achievements, avoiding defensive practice and giving priority to enhancing quality of life.
