At the request of the Department of Health in 1991, the Behavioural Sciences Unit, Institute of Child Health, began research into the progress of children referred to specialist clinics as either victims of sexual abuse or as young perpetrators of sexual abuse against others. National Children's Homes and voluntary agencies already involved in developing treatment programmes and receiving government funds participated in the research. This report describes the development of the evaluation programme, the choice of the centres involved and the measures used to follow the progress of the children and the results. Recommendations are made using the study results about the way in which centres may improve their evaluation techniques to give a clearer understanding of the long term outcome for both sexually abused children and young perpetrators who enter treatment programmes.
