This volume is concerned with the factors which impede the provision of universal primary education, seen as a package of entitlements based on fundamental human rights. The series makes a contribution to the debate about a key area of public policy for developing countries: the achievement of universal primary education. Furthermore it acknowledges the urgency of achieving this goal for social, economic and political reasons.
