The measurement of incomes of self-employed people for the purpose of determining eligibility for income-related social security benefits raises conceptual and practical issues. This monograph addresses such issues, drawing on research on family credit, a benefit for working parents. First there is a conceptual approach to what counts as work, how income is measured and the way in which a system of measurement is put into operation. The authors then describe findings from a study of self-employed people who claimed family credit, to illustrate and explore the concepts and practical problems.
