Since 1979, the World Economic Forum, a foundation based in Geneva, has produced annual reports on the relative competitiveness of countries (the term "country" as used in this report covers well-defined, geographically self-contained areas that are not states but for which statistical data are maintained on a separate and independent basis), tracing the extraordinary development of the world economy during the last twenty years. "The Global Competitiveness Report" uses a research-based Competitiveness Index, in which, rankings of relevant economies are given on a multitude of business and economic factors. From its inception, the Report has furnished specific competitive information on the world's key economies (59 this year), now presented with two page profiles for each economy. These profiles provide: major performance indicators; each economy's rank in competitiveness; and highlights of particular strengths and weaknesses. Each year the Report becomes an ever more refined analytical tool for exploring the exponential expansion of interconnections in our global economy.

The 2003-2004 Report will be even more comprehensive than the previous Reports, assessing at least 100 countries, with the inclusion of several African economies. Data tables have been expanded to incorporate new survey questions on human resource indicators such as health and education, as well as new sets of questions on trade, labor policy, and corporate governance. Over 7,300 business leaders worldwide participated in the Executive Opinion Survey, which captures the perceptions and observations of business leaders operating in a given country. The Report consists of three main parts: the first consists of analytical chapters related to competitiveness; the second contains country profiles, while the third part consists of the data tables which contains country rankings for every indicator. Written in a non-technical language and style, the Report appeals to a broad audience consisting of policy makers, business leaders and academics. In the tradition of the Global Competitiveness Programme of the World Economic Forum, the Report brings together a range of leading experts in the field: academic experts, industry consultants, industry leaders and representatives of multilateral organizations.

From its inception in 1979, the Report has furnished specific competitive information on the world's key economies, presented as two-page profiles for each economy. These profiles provide: major performance indicators; each economy's rank in competitiveness; and highlights of particular strengths and weaknesses. In addition, the Report presents rankings on major macroeconomic indicators, and rankings on a large number of variables within defined "factors": major economic indicators, openness, government, finance, infrastructure, technology, management, labor, civil institutions, and various supplementary issues. The Report provides the reader with country rankings for each of the variables. Examples of variables include: "Burden of Regulation", "Composition of Public Spending", "Infrastructure Spending", "Competence of Public Officials", "Recession Expectations". Since 1996 the GLOBAL COMPETITIVENESS REPORT has been developed in collaboration with the Center for International Development at Harvard University. The World Economic Forum has enlisted Professors Jeffrey Sachs and Michael Porter of Harvard University as co-chairmen of the Report. Professor Sachs co-authors an introductory study, "The Year in Review", a close look at the Report's global macroeconomic indicators that assess prospects for growth over a five to ten year period. Among other key topics, Professor Sachs examines the implications of the recent sharp downturns in many dynamic economies, and assesses short-term and long-term predictive relevance of the Report's Competitiveness Index.
