In the context of their ageing populations, many countries promote health and social care policies for older people which emphasize the importance of non-institutional forms of service provision for elderly people in the community. This work compares different countries' attitudes to the issue. It looks for the similarities between countries in terms of community care policies and also the differences. It asks what countries can learn from one another about how to maximize the benefits and minimize the disbenefits of the transition to community care.
