健康保険の創設は、わが国医家にとって我慢せねばならぬ「悪」として意識された。そして我慢の代償であるかのように広がる不正・不当請求、濫診・濫療、実勢を無視した薬価基準等、今日なお解決できぬ問題群の根源は、この医師側の意識と公的制度との相克にある。大正末・昭和初年の創始期に遡りぼう大な文献を精査し、社会保険本来の公共性と「家」の生業としての性格を固持するわが国医療の私営性との矛盾を鋭く剔出した力作。
