いわゆる「貴族政権論」は著者の年来の研究テーマであるが、その出発点となったのは戦後の古代史学界で隆盛となる「専制国家論」に対する疑念であった。本書には律令国家の権力構造の究明につとめた諸論文を中心として、古代の政治過程、律令国家の政治思想、古代社会の基本的性格などに関する論考を収める。
